大数据背景下基于相似性原理、ISM模型的社区安全风险研究

摘要 党的二十大报告中提出建设人人享有的社会治理共同体,提升治理效能,而在基层社区的实际治理过程中,还存在很多没有解决的安全事故,严重影响社区的现代化建设。本文以两起相似的社区重大安全事故为例,从人–地–物–环境等层面分析出社区事故风险源,再结合文献检索最终归纳出8个主要影响因素,利用ISM模型将8个元素进行层级划分,得出各元素间的二元关系,为社区基层管理者提供理论上的支持,助力构建现代化社区。 In the report of the 20th National Congress of the Communist Party of China, it is proposed to build a social governance community for all and improve governance efficiency. However, in the actual governance process of grassroots communities, there are still many unsolved safety accidents, which seriously affect the modernization of the community. Taking two similar major community safety accidents as examples, this paper analyzes the risk sources of community accidents from the aspects of human-land-object-environment, and finally summarizes eight main influencing factors combined with literature retrieval. The ISM model is used to divide the eight elements into levels, and the binary relationship between the elements is obtained, which provides theoretical support for community grassroots managers and helps build a modern community.
