论内蒙古自治政府《施政纲领》与《暂行组织大纲》的价值

On the Value of Inner Mongolia Autonomous Government’s Administrative Program and Provisional Organization Outline

内蒙古自治政府《施政纲领》和《暂行组织大纲》是内蒙古成立时的重要历史文献。探讨其历史价值,对于理解内蒙古是我国民族区域自治制度的发源地,对于解读民族区域自治制度的理论根源和实践作法,对于洞悉民族区域自治制度的本质有重要意义。基于文本研究、事实论证和逻辑分析,本文认为,两文件为内蒙古自治政府的成立、规范运行及各项历史任务的完成提供了直接法律依据和明确立法引领;两文件践行了“两个结合”的原则,奠定了民族区域自治制度维护国家统一、保障民族团结和少数民族当家作主以及进行国家和中华民族共同体建构的制度本质和使命。

Administration Program of Inner Mongolia Autonomous Government and Provisional Outline of Organization of Inner Mongolia Autonomous Government are important historical documents when Inner Mongolia was founded. To explore the legal value of the two documents is of great significance to deeply understand that Inner Mongolia is the birthplace of China’s regional ethnic autonomy system, to comprehensively understand the theoretical root and practice of China’s regional ethnic autonomy system, and to understand the institutional essence of the regional ethnic autonomy sys-tem. Through the study of the text, the demonstration of the facts and the logical analysis, this pa-per believes that the two documents provide a clear and direct legal basis and legislative guidance for the establishment, standardized operation and completion of various tasks of the Inner Mongo-lia Autonomous Government;the two documents have implemented the principle of "two combina-tions"and laid down the institutional essence and mission of the system of regional national au-tonomy to safeguard national unity, ensure national unity and minority ownership, and construct the state and the Chinese nation community.Inner Mongolia Autonomous Government’s Administrative Program and Provisional Organization Outline are important historical documents when Inner Mongolia was founded.
