社会救助是国家对国民中相对弱势的群体所给予的最基本、最必要的物质和精神帮助,是民生国家的基本责任和义务。我国社会救助事业历经新民主主义革命时期、社会主义革命与建设时期、改革开放时期和新时代四个发展阶段,中国共产党基于时代变化对不同时期的社会救助政策进行适时调整,在社会救助工作中始终坚持党的领导地位、以人民为中心、发展为基础、制度创新为保障,政府主导与社会协同参与,真正做到为人民谋福祉,推动社会救助事业在全面建成小康社会宏伟目标和实现中华民族伟大复兴伟大梦想中发挥重要作用。

Social assistance is the most basic and necessary material and spiritual help given by the country to the relatively vulnerable groups in the national people’s livelihood. It is the basic responsibility and obligation of the people’s livelihood.
