摘要
在过去的十几年里,中国不断推进对社会管理创新模式的研究与实施,设立了“中国地方政府创新奖”,展现了我国基层政府在社会管理工作中所取得的进步与突破。本文从改革开放后中国社会矛盾发展的总体背景出发,以上海市浦东新区人民调解创新为例,对基层政府社会管理创新模式进行探究。研究发现,新时期下的社会管理创新虽然具有突破性,但其可持续性以及影响力方面会由于社会转型、社会力量欠缺、人才供应不足等方面而受到削弱。
Over the past decade, China constantly promoted the research and implementation of social management innovation mode, and established “the local government innovation award”, which showed the progress and breakthrough of the basic-level government in social management. This paper starts from the general background of China’s social contradictions after the reform and opening-up policy, takes people’s mediation and innovation in Shanghai Pudong New Area as an example, and explores the social management mode innovation of the basic-level government. Research finds that, although the innovation of social management in the new period has breakthrough, its sustainability and influence will be limited by social transformation, lack of social forces and inadequate supply of talent.
