乡村振兴是时代发展催生出的国家战略。乡村振兴战略的实施,不是一个简单的技术策略问题,而是一个宏观的整体把握。县市生成,明确了区域产业的发展,指出了乡村发展的关键。县市混同,混淆了产业分工,引发出乡村凋敝的原因。县市分置,重新厘清区域产业的发展,揭示出乡村振兴的方向。文章基于县市关系的规范,从宏观的角度为乡村振兴战略的实施提出了有益的见解。

Rural revitalization is a national strategy under the background of the Times. Rural revitalization strategy implementation, is not a simple technical strategy, but a macro overall grasp. The for-mation of counties and cities has clarified the development of regional industries and pointed out the key to rural development. County and city mix together, confuse industrial division of labor, and reveal the cause of rural withering. The division of county and city clarifies the development of regional industry and expounds the direction of rural revitalization. Based on the analysis of the relationship between county and city, this paper puts forward some useful opinions for the im-plementation of the rural revitalization strategy from a macro perspective.
