应急状态下政府信息公开制度归属于应急法制,以知情权、危机管理为理论基础,内容涵盖应急状态下政府信息公开原则、范围、途径等。我国现行适用于应急状态的政府信息公开法律规范未成体系,笼统概括、标准不明,在借鉴外国先进经验基础上,可从主体、标准、范围方面进行完善,推动统一的应急法制的建成。

The government information disclosure system in emergency state belongs to the emergency legal system, which is based on the right to know and crisis management, and covers the principles, scope and ways of government information disclosure in emergency state. The current laws and regulations applicable to the emergency state of government information disclosure in China are not systematic, general and unclear. On the basis of learning from foreign advanced experience, we can improve the main body, standard and scope to promote the establishment of a unified emergency legal system.
