农村人居环境治理法治化的困境与出路探析

当前我国社会主要矛盾发生变化,治国理政的重点也发生了重大变化,加强农村人居环境法治化建设越来越被重视。农村人居环境治理法治化对于实现广大农民的根本福祉、全面推进依法治国、统筹乡村振兴发展大局意义深远。虽然当前的部分法律和规范性文件已经包含了农村人居环境治理的相关内容,但是我国农村人居环境治理法治化还存在法律制度不健全、治理主体的法律意识淡薄、专业法律人才匮乏以及法治环境氛围不足等现实困境。基于此,农村人居环境法治建设要稳步前进,必须坚持构建完善的法律制度体系,强化参与治理主体的法律意识,建设专业的法律人才队伍以及营造和谐的法治环境。

At present, the main contradiction of China’s society has changed, and the focus of governance has also undergone major changes. More and more attention has been paid to strengthening the rule of law in rural living environment. The rule of law in rural living environment governance is of far-reaching significance to realizing the fundamental well-being of farmers, comprehensively advancing the rule of law, and coordinating rural revitalization and development. Although some current laws and normative documents have relevant contents of rural living environment governance, there are still practical difficulties in the rule of rural living environment governance in China, such as the imperfect legal system, the weak legal awareness of the subject involved in governance, the lack of professional legal talents and the lack of legal environment atmosphere. Based on this, in order to get the legal construction of rural living environment on the right track, we must adhere to the construction of a perfect legal system, strengthen the legal awareness of the participants in the governance subjects, build a professional legal talent team and create a harmonious legal environment.
