自媒体时代网络舆情治理法治化的困境及路径研究

Research on the Dilemma and Path of Legalization of Online Public Opinion Governance in the We-Media Era

随着互联网技术的不断发展与进步,网络自媒体逐渐成为信息传播的主要信源。自媒体时代的到来,为人们表达思想、传播信息带来诸多便利的同时,也为网络舆论治理的法治化带来了诸多问题,面临着法律规范滞后模糊、自媒体平台监管缺位、自媒体从业者的综合素养有待提升、网络舆论参与者法治意识淡薄等现实困境。因此,自媒体时代下的网络舆情治理法治化成为了有效贯彻落实全面依法治国方针和维护网络空间健康有序发展的内在要求。在网络舆论治理法治化进程中,从完善网络舆情治理的相关法律法规、加强自媒体平台的自我监管、提升自媒体从业者的职业素养、增强网络舆论参与者的法治意识四个方面入手,以期实现互联网的健康发展和网络舆情的有效治理。

With the continuous development and progress of Internet technology, network we-media has gradually become the main source of information transmission. The arrival of the era of “we-media” has brought a lot of convenience for people to express their thoughts and disseminate information. At the same time, it has also brought many problems for the legalization of network public opinion governance, such as lagging and fuzzy legal norms, lack of supervision of “we-media” platforms, comprehensive literacy of “we-media” practitioners to be improved, and weak legal awareness of network public opinion participants. Therefore, the rule of law in the governance of online public opinions in the we-media era has become an internal requirement for effectively implementing the policy of comprehensively governing the country by law and maintaining the healthy and orderly development of cyberspace. In the process of legalization of online public opinion governance, it starts from four aspects: improving the relevant legal norms of online public opinion governance, strengthening the self-regulation of we-media platforms, improving the professional quality of we-media practitioners, and enhancing the legal awareness of online public opinion participants, so as to realize the healthy development of the Internet and the effective governance of online public opinion.
