海洋倾废视角下对海洋工程环境污染违法行为的研究

Research on Illegal Acts of Marine Engineering Environmental Pollution from the Perspective of Marine Dumping

人类利用海洋已有几千年的历史,如今海洋经济已经成为沿海国家经济的重要组成部分,成为拓展经济和社会发展空间的重要载体,人类已进入海洋经济时代。海洋工程随着海洋经济的发展,其种类也越来越丰富,然而海洋工程所影响的海洋环境问题也成为了当今关注的重点。因此,本文围绕着海洋倾废视角下对海洋工程污染环境的违法行为进行研究,通过分析海洋工程倾废常见的四种违法行为,对海洋工程倾废的主体、倾倒的废弃物、倾倒位置、倾倒许可证认定存在的问题进行研究,最后针对我国目前海洋工程倾倒废弃物的违法行为提出相应的法律对策。

Human use of the ocean has thousands of years of history, now the marine economy has become an important part of the economy of coastal countries, become an important carrier to expand the economic and social development space, human has entered the era of marine economy. With the development of marine economy, the types of marine engineering are becoming more and more abundant. However, the marine environment affected by marine engineering has become the focus of attention nowadays. Therefore, this paper studies the illegal acts of marine engineering polluting the environment from the perspective of marine dumping. By analyzing the four common illegal acts of marine engineering dumping, this paper studies the problems existing in the subject of marine engineering dumping, the dumped waste, the dumping location and the identification of the dumping permit. Finally, it puts forward the corresponding legal countermeasures against the illegal behavior of dumping waste in marine engineering in our country.
