本文旨在梳理西咸新区水土保持方案编报、审查、审批等工作过程中的各类情况,对城市建设项目水土保持方案编制、技术审查与行政审批中存在的主要问题进行深入思考,进而提出城市建设项目水土保持方案编制、技术审查与审批关键性要求,明确后期工作思路,为进一步加强城市水土保持工作,落实新时代水土保持高质量发展建设理念夯实基础。
