区域科技创新服务体系评估方法——以徐州市为例

Regional Science and Technology Innovation Service System Evaluation Method—A Case Study of Xuzhou City

以市场为导向的科技创新服务体系为加快新旧动能转换提供了强力科技支撑,但目前我国市场导向的创新机制尚不完善。在回顾市场导向型创新和科技创新服务体系等相关研究的基础上,本文以江苏徐州为例,从创新体系、环境、要素、人才和能力等方面分析创新服务体系的发展现状。建立以市场为导向的区域科技创新服务评价体系,采用模糊层次分析法,从基础孵化条件、综合服务能力、技术创新能力、孵化管理绩效、商业培育能力、可持续发展能力和社会贡献衡量科技创新服务体系的绩效。结果表明:徐州市科技创新服务体系的各指标得分差距较小,整体发展较为均衡,但发展过程中仍存在诸如战略规划不完善、服务功能设计不完备、服务利用率低下、促进科技成果转化的配套政策措施不健全等突出问题,有待进一步改进。

The market-oriented technological innovation service system provides strong technical support for accelerating the conversion of new and old kinetic energy,but currently the market-oriented innovation mechanism is still not perfect.Based on a review of market-oriented innovation and technology innovation service systems,Xuzhou City is used as an example to analyze the devel-opment status of innovation service systems from the aspects of innovation system,environment,factors,talents and capabilities.A market-oriented regional science and technology innovation service evaluation system is established,using fuzzy comprehensive evaluation method for analysis,including basic incubation conditions,comprehensive service capabilities,technological innovation capabilities,incubation management performance,business cultivation capabilities,sustainable development capabilities and society contribution.The results show that the scores of the indicators of the science and technology innovation service system in Xuzhou City are relatively small,and the development of all aspects is relatively balanced.However,there are still outstanding problems in the development process that need further improvement.
