河南省践行“绿水青山就是金山银山”重要思想的困难和建议——以塞罕坝和扬子鳄事件的经验和教训为例

Difficulties and Suggestions for Henan Province to the Implementation of the Important Thought That “Green Water and Green Mountains Are Mountains of Gold and Silver”—Take the Experiences of the Saihanba and Yangtze Incidents as Examples

习总书记在党的十九大报告中指出,绿水青山就是金山银山,要坚持人与自然和谐共生。河南是粮食大省和人口大省,一直着力践行国家“两山”思想,但是受制于传统发展模式和固有短视思想,河南在围绕“两山”思想实施可持续发展的道路上存在许多困难和挑战,部分工程负责人和企业家为了利益盲目透支资源破坏环境,不合理的政绩考核制度和责任追究不到位使得地方官员对工程企业“手下留情”,最终消耗了“绿水青山”,却没有转换成“金山银山”。因此,本文汲取国家典范试验区塞罕坝的成功经验和反思扬子鳄保护区侵占事件,结合河南具体情况来探索河南践行“两山”思想存在的困难和挑战,并尝试给予一些建议和思考。

In the report of the 19th CPC national congress,General Secretary Xi stated that the green water and green mountains are the mountains of gold and silver,and we should adhere to the harmonious coexistence of man and nature.Henan is a big province of food and population and it has been trying to implement the country’s“Two mountains”thought.However,restricted by the traditional development mode and the inherent short-sighted thinking,there are many difficulties and challenges in the implementation of sustainable development of Henan around the idea of“Two mountains”.Some project leaders and entrepreneurs blindly overdraw resources and damage the environment for profit.Then unreasonable performance appraisal system and lack of accountability make local officials show mercy to engineering enterprises.It ended up burning the green mountain,but it didn’t turn into a mountain of gold.Therefore,in terms of the successful experience of the national example and the thought of the idea of an invasion of the land of the Yangtze,this article is intended to explore the difficulties and challenges of the“Two mountains”in Henan,and try to give some advices and thoughts.
