欠发达地方工业集聚区污水治理政策执行困境研究

Research on the Dilemma of Sewage Treatment Policy Implementation in Industrial Agglomeration Areas in Underdeveloped Areas

水污染问题严重是中国面临的重大挑战之一,水环境政策执行困境更是困扰中国政府的难题。本文结合中国压力型体制,以修正后的模糊–冲突模型为概念框架,分析X县工业集聚区污水治理政策的政治性执行模式,以案例为实践证据,论证政策的模糊程度和冲突程度对工业集聚区污水治理政策执行过程的影响。研究发现:在压力型体制下,政策性质被扭曲带有“政治性”特征,且政治性执行模式的关键影响因素——权力,可修正为“政治任务”,使得地方政府容易将政策执行解读为完成一项政治任务,导致了地方工业集聚区污水治理政策执行存在资源浪费、效益低的问题,从而产生政策执行困境。

The serious problem of water pollution is one of the major challenges facing China, and the dilemma of water environment policy implementation is a problem that plagues the Chinese government. Based on China’s pressure-based system and the revised ambiguity-conflict model as the conceptual framework, this paper analyzes the political implementation mode of sewage treatment policies in industrial agglomeration areas in X County, and uses cases as practical evidence to demonstrate the impact of policy ambiguity and conflict on the implementation process of sewage treatment policies in industrial agglomeration areas. The study found that under the pressure-based system, the nature of the policy is distorted with “political” characteristics, and the key influencing factor of the political implementation model, power, can be modified as a “political task”, which makes it easy for local governments to interpret policy implementation as the completion of a political task, resulting in the problem of waste of resources and low efficiency in the implementation of sewage treatment policies in local government industrial agglomeration areas, resulting in policy implementation dilemmas.
