乡村振兴战略下农村集体经济现状、问题及对策研究

Research on the Current Situation, Problems and Countermeasures of Rural Collective Economy under the Rural Revitalization Strategy

随着乡村振兴战略的深入实施,发展壮大农村集体经济成为当前各级政府一项重要、紧迫的工作。邵阳市横冲村党委政府紧紧围绕发展壮大村级集体经济这一目标要求,依托优势资源,因地制宜、科学谋划、创新思路的工作方针来发展壮大村级集体经济,实现乡村振兴战略目的。本文主要介绍了横冲村集体经济的发展现状,分析其产业服务型、村社结合型、项目促进型3类现有发展模式,探讨发展过程中存在的发展不平衡、制度不完善、收入支撑少、政策落地难等矛盾问题,并从发展特色产业、盘活存量资产等方面提出了建议和措施,为我省提高村集体经济产业发展水平以及助力乡村振兴战略提供参考依据。

With the deepening implementation of the rural revitalization strategy, the development and ex-pansion of the rural collective economy has become an important and urgent work of governments at all levels. The Party committee and government of Hengchong Village of Shaoyang City closely around the development and expansion of village level collective economy, relying on superior resources, taking measures to local conditions, scientific planning and innovative ideas to develop and expand the village level collective economy, and achieve the strategic purpose of rural revitalization. This paper mainly introduces the development status of Hengchong village collective economy, analysing three existing development modes which are industrial service, village combination and project promotion, exploring the development imbalance, imperfect system, in-come support, policy contradictions, and from the development of characteristic industry, revitalize stock assets to put forward suggestions and measures to improve the village collective economy industry development level and help rural revitalization strategy.
