21世纪以来,国内经济飞速发展,农村地区也不再满足于传统的作坊性质的中小企业,开始在政府的主导下引入大型的密集劳动力型工业企业。这些企业既带来了巨大的经济利益和税收保障,也对农村的大气、水、土等资源环境造成了严重污染和破坏。随着供给侧结构改革的实施和经济重心转移,也为了更好地解决产能过剩的问题,淘汰传统的老工业企业是农村地区发展的必经阶段,但是如何处理占地面积庞大的工业遗址,以及解决老工业企业淘汰后工人的就业问题,就成了工业遗址开发所面临的首要问题。相比我国发达地区对工业遗址处理的前瞻性和方式的多样性,农村地区工业遗址的处理方法往往是简单粗暴的破坏拆除,这类方法不但浪费人力物力财力,更可能对周边环境造成二次污染。所以,面对乡村振兴的新形势,如何将这些工业遗址以更好的、更符合本地实际的方式管理、保护、改造、利用,就是我们需要探索讨论的。本文以廊坊市洸远金属制品有限公司为例,浅谈工业遗址的投资开发。

With the implementation of the supply side structure reform and economic shift, also in order to better solve the problem of excess production capacity, eliminating the traditional old industrial enterprises is inevitable stage in the development of rural areas. However, how to deal with the industrial site, covering an area of large, and at the hands of the old industrial enterprise workers employment problem, has become the prime problem of the industrial site development faces. Compared with the forward-looking and diverse treatment methods of industrial sites in developed areas of China, the treatment methods of industrial sites in rural areas are often simple and crude destruction and demolition, which not only wastes manpower and material resources, but also may cause secondary pollution to the surrounding environment. Therefore, in the face of the new situation of rural revitalization, how to manage, protect, transform and utilize these industrial sites in a better and more consistent with the local reality is what we need to explore and discuss. In this paper, Langfang Guangyuan Metal Products Co., Ltd. is used to discuss the investment and development of industrial sites.
