领导特质理论视角下乡村基层干部的特质研究——以北京高井村、铁炉村和小黑垡村村书记为例

Trait Research of the Rural Grassroots Cadres in the View of the Trait Theory of Leadership—A Case Study of the Gaojing Village Branch Secretary, the Tielu Village Branch Secretary and the Xiaoheifa Branch Secretary

乡村基层干部是党在基层的“代言人”、是乡村振兴的“领路人”。在深入实施乡村振兴战略的大背景下,乡村基层干部的综合素质,决定了乡村振兴的质量和成色。本文以北京市朝阳区高井村村书记庄虔春、延庆区铁炉村村书记韩台山和小黑垡村村书记韩森为案例,运用领导特质理论来分析适应乡村基层需要的领导干部的特质,这对于促进乡村基层领导干部的特质塑造有着极为重要的意义。

Rural grassroots cadres are the “spokesmen” of the Party at the grass-roots level and the “leaders” of rural revitalization. In the context of the in-depth implementation of the rural revitalization strategy, the trait of rural grassroots cadres determines the quality and quality of rural revitaliza-tion. This article takes Zhuang Qianchun, secretary of Gaojing Village, Chaoyang District, Beijing, Han Taishan, secretary of Tielu Village, Yanqing District, and Han Sen, secretary of Xiaohefa Village as the cases to analyze the characteristics of rural grassroots cadres that meet the needs of rural grassroots with the trait theory of leadership. It is of great significance to promote the char-acteristics of rural grassroots cadres.
