湖南低碳农业发展的模式及对策研究

摘要 农业是仅次于工业的最重要温室气体排放源,低碳农业是以低消耗、低污染、低排放、高收益为基础的新型农业发展方式,可以深化可持续发展战略进程,促进生态文明建设,解决全球变暖的根本途径。深居内陆腹地的湖南,虽粮食生产极具代表性,但资源能源相对短缺,随着经济的快速发展,各种能源持续消耗,碳排放污染问题日益严重。文章首先探讨了国内外经典的低碳农业发展模式及其特征;其次结合湖南低碳农业发展现状,逐一阐述湖南现有“立体种养”、“资源节约型与环境友好”、“种、养、加、销与一体”型低碳农业发展模式。然后提出了落实可持续发展理念,促进人与自然和谐发展;加大财税资金支持,制定相关财税政策;提高科研技术投入等促进湖南低碳农业快速健康发展的对策。 Agriculture is the most important source of greenhouse gas emissions second only to industry. Low carbon agriculture is a new agricultural development mode based on low consumption, low pollution, low emissions and high income. It can deepen the strategic process of sustainable development, promote the construction of ecological civilization and solve global warming. Hunan, which is located in the hinterland of the inland, is very representative of food production, but is relatively short of resources and energy. With the rapid development of economy, all kinds of energy continue to be consumed, and carbon emission pollution is becoming increasingly serious. Firstly, the paper discusses the classic low carbon agricultural development model and its characteristics at home and abroad;secondly, in combination with the development status of low-carbon agriculture in Hunan, the existing low-carbon agriculture development models of “three-dimensional planting and breeding”, “resource saving and environment-friendly”, “planting, breeding, processing and marketing in one” in Hunan are elaborated one by one. Then it puts forward the idea of implementing sustainable development to promote the harmonious de-velopment between man and nature, formulating relevant financial and tax policies to increase financial and tax fund support, and increasing investment in scientific research and technology to promote the rapid and healthy development of low-carbon agriculture in Hunan.
