城市社区公众参与垃圾分类治理的机制构建——基于广东省佛山市的调查

Mechanism Construction of Urban Community Public Participation in Garbage Sorting —Based on a Survey in Foshan City, Guangdong Province

文章首先分析了城市社区公众参与社区垃圾分类治理的机理;然后以为佛山为例,调查了佛山公众参与社区垃圾分类治理的现状并分析佛山公众参与社区垃圾分类治理不足的原因;最后在借鉴计划行为理论和公民参与理论的基础上,从心理动力因素角度构建“赋能、认同、协商、监督”的垃圾分类治理参与机制,旨在为促进城市社区公众参与垃圾分类治理提供参考。

This paper firstly analyzes the mechanism of the public participation in community garbage clas-sification and management in urban communities. Then taking Foshan as an example, this paper investigates the current situation of public participation in community garbage classification man-agement in Foshan and analyzes the reasons for the lack of public participation in community gar-bage classification management in Foshan. Finally, on the basis of the theory of planned behavior and the theory of citizen participation, the participation mechanism of garbage classification and governance of “enabling, identifying, consultation and supervision” is constructed from the per-spective of psychological dynamic factors, aiming to provide reference for promoting the partici-pation of urban community in garbage classification and governance.
