基于GIS的宅基地信息管理系统的设计与实现

摘要 宅基地管理是土地资源管理的重要内容,直接影响农村土地的生产与经济的发展。针对宅基地管理的具体需求,构建农村宅基地信息管理系统就显得尤为重要。本文在集成开发环境中,以JAVA为开发语言,采用空间数据库实现空间数据在关系数据库中的存储和管理,提出构建系统的设计方案,从而进行系统框架设计,实现地图浏览、统计查询、区域开发测算分析,专题图制作及输出等各种功能,满足政府在管理中对宅基地空间基础数据的各种需求。通过对农村宅基地的空间基础数据平台的搭建,能够进一步地辅助政府在规划、土地利用、行政审批等方面进行决策,从而整体提升农村治理体系及治理能力。 With a direct impact on rural land productivity and economic development, house sites manage-ment plays an important role in land resource management. Therefore, it is particularly vital to building a rural house sites information management system as per material requirements for house sites management. This paper proposes a design plan for constructing the system in an inte-grated development environment with JAVA as the development language using spatial database to store and manage spatial data in relational database, so as to carry out systematic framework de-sign, map browsing, statistical query, regional development calculation analysis, and thematic drawing production and output to meet various needs on basic spatial data of house sites during government management. Through the establishment of a basic spatial data platform for rural house sites, it can further assist the government in making decisions in planning, land usage, and administrative approval, thereby overall improving the rural governance system and governance capabilities.
