典型发达国家服务业扩大开放的 经验总结与启示

Experience Summary and Enlightenment of Expanding Service Openness in Typical Developed Countries

扩大服务业开放、促进服务贸易发展是建设高水平对外开放体制和推进经济高质量发展的重点。文章总结分析了四个典型发达国家扩大服务业开放经验——美国:战略先行,建立发达的服务贸易出口促进体系;英国:金融领跑,服务贸易与货物贸易相互融合发展;德国:政府引导,发挥服务贸易展会优势;日本:“渐进式”开放服务市场,大力扶持知识密集型产业,发现他们的共性在于都具有高效的监管机构、强竞争力的服务产业以及重视创新等。与发达国家相比,中国服务业开放水平还比较低、服务贸易的发展相对落后,应借鉴发达国家扩大服务业开放的经验,进一步提升服务业开放水平、促进服务贸易发展。

Expanding the service openness and promoting the development of service trade are the key points for building a high-level opening-up system and promoting high-quality economic development. The article summarizes and analyzes the experience of four typical developed countries in expanding the service openness—The United States: take the strategy first, establish a developed service trade export promotion system;Britain: finance leads the way, and service trade and goods trade develop together;Germany: guided by the government, carry forward the advantages of service trade exhibitions;Japan: “Gradually” open the service market and vigorously support knowledge-intensive industries, and finds that their common features lie in their efficient regulatory agencies, strong competitive service industries, and emphasis on innovation. Compared with developed countries, the opening level of China’s service industry is still relatively low and the development of service trade is relatively backward. We should learn from the experience of developed countries in expanding the service openness to further improve the opening level of the ser-vice industry and promote the development of service trade.
