高质量的就业体系是中国现代社会治理的重要环节,就业体系的高质量充分发展也是中国进一步实现伟大复兴中国梦的助推力量。随社会主义市场经济体制的建立和积极促进高质量充分就业深入推进,经济环境变化、政府理念创新、多元主体互动、社会技术变革和外部示范效应等动力机制都亟待就业政策适应发展。高质量充分就业政策应逐步实现多层次多主体联动发展的渐进式转型。由此可见,探索高质量充分就业政策的机制与路径研究十分必要。文章基于上海就业优先政策,对扩展多层次视角下的研究理论分析,对实现上海高质量充分就业路径进行深入剖析,探索符合上海城市功能所需人才和就业环境的学术依据,进一步拓展探索建立多层次就业保障机制和新经济新业态下政策理论体系。为“十四五”规划下的建设引领性城市和国际化经济中心战略布局提供“上海方案”。
