美国自由贸易协定的修订与中国因应

The Revision of American’s Free Trade Agreement and China’s Response

美国对已生效的自由贸易协定进行修订,表面上是为了扭转贸易逆差,实际上是为了消除外部贸易政策的消极后果,获得外部利益,在国内利益集团的游说下,双重利益博弈的结果。从内容上看,美国修订的自由贸易协定的相关条款反映了其经贸单边主义的实质,同时也反映出在当前“去中心化”的全球环境中,区域经济一体化进一步加强。对此,中国应坚持在多边主义下进行边数选择,同时发展内生需求。在中美经贸规则重构的博弈中,中国应以人类命运共同体为理论,将自身的内在利益与外在公共利益相结合,构建合作共赢的经贸规则促进全球化的升级。

America revised the Free Trade Agreement which has been valid for some time, superficially for the intention of reversing trade deficit but actually out of its purpose to eliminate negative outcomes of foreign trade policies. Under persuading domestic interest groups it can harvest foreign interests, which can be called the result of the struggle with double interests. In terms of its content, those items related to this agreement reflect the real aspect of unilateralism in the economy and trade. At the same time, we can know that a more rapid pace is witnessed in the process of regional economic integration when bathed in the decentralized global environment. In response, China should keep multilateralism and accession to regional treaties in time. China should also intensify more power for inner growth. In the reestablished economic and trade rules between China and America, China should follow a community of a shared future for mankind as a general theoretical guidance, comb-ing inner interests and public interests so as to promote the upgrading of globalization in the rule of cooperation and win-win method.
