新时期尤溪县林业行政执法出现新特点分析

Analysis of New Characteristics of Forestry Administrative Law Enforcement in Youxi County in the New Era

森林资源是保护生态环境和建设生态文明的基础性工程。随着全国林权制度改革和现代化林业建设的持续深化,森林资源保护与利用、生态环境质量与生态文明的矛盾日益突出。在新时代下林业行政执法领域涉及面广而杂、业务量大而全、政策性强而专,必须做到程序规范、主体合法,这就给林业行政执法带来了新的问题和挑战。本文通过对福建省尤溪县林业行政执法工作深入调查研究,对新时期出现林业行政执法新特点进行分析归纳,提出了在新时期林业行政执法的新对策。

Forest resources are the basic engineering for protecting ecological environment and building ecological civilization. Along with the National Forest Tenure Reform and forestry modernization construction continued to deepen, the contradiction between forest resource protection and uti-lization, ecological environment and ecological civilization has become increasingly prominent. In the new era, the field of forestry administrative law enforcement involves a wide range of miscel-laneous, large and complete business, strong and specialized policy. It is necessary to standardize procedures and legitimate subjects, which brings new problems and challenges to forestry admin-istrative law enforcement. Based on a thorough investigation and study of the forestry adminis-trative law enforcement work in Youxi County, Fujian Province, this paper analyzed and summa-rized the new characteristics of it, and put forward new countermeasures for it in the new era.
