我国职业教育政策发展困境及解决路径——基于社会政策的基本要素分析

摘要 2021年10月30日,国务院办公室印发《关于推动现代职业高质量发展的意见》,鼓励各类企业依法参与举办职业教育。随着产业技术不断的更新、生产力水平不断的变化,社会对应用型、复合型、技术型人才的需求日趋迫切。本文将从我国职业教育政策的变迁和发展问题入手,从社会政策的基本要素:主体、对象、资源三个角度指出当前我国职业教育政策发展面临的困境,并提出发展的建议。对于推动我国职业教育发展、技术型人才队伍壮大、宏观政策改进都有重要意义。 On October 30, 2021, the office of the State Council issued the opinions on promoting the high-quality development of modern vocational education, encouraging all kinds of enterprises to participate in vocational education according to law. With the continuous renewal of industrial technology and the continuous change of productivity level, the demand for applied, compound and technical talents is becoming more and more urgent. Starting with the changes and development of China’s vocational education policy, this paper points out the difficulties faced by the development of China’s vocational education policy from the three perspectives of the basic elements of social policy: subject, object and resources, and puts forward some suggestions for development. It is of great significance to promote the development of vocational education, the growth of technical talents and the improvement of macro policies.
