摘要
本文以《关于深化医教协同进一步推动中医药教育改革与高质量发展的实施意见》为研究对象,构建起以罗斯威尔(Roy Rothwell)和泽赫菲尔德(Walter Zegveld)的基本政策工具理论为X维度,中医药教育发展为Y维度的二维分析框架。运用内容分析法对政策内容进行编码、分析。对政策文本进行分析后发现:环境型政策工具占比较高,策略性工具较多;供给型政策工具运用相对恰当,直接推动中医药教育发展;需求型政策工具相对运用不足。这一结果显示,未来中医药教育发展调整、改善的方向:各种政策工具之间应相互制衡、互补;要在各类政策工具的次级工具里,也要找到平衡点;应加强中医药教育的师资队伍建设、产教融合、组织保障等其他要素的建设。
This paper takes the Implementation Opinions on Deepening the Cooperation between Medicine and Education to Further Promote the Reform and High-Quality Development of Traditional Chinese Medicine Education as the research object, and establishes a two-dimensional analytical framework with the basic policy tool theory of Roy Rothwell and Walter Zegveld as the X dimension and the development of traditional Chinese medicine education as the Y dimension. Use content analysis method to code and analyze the policy content. After analyzing the policy texts, it is found that environmental policy tools account for a high proportion and strategic tools are more. The use of supply-oriented policy tools is relatively appropriate, which directly promotes the development of TCM education. Demand-based policy tools are relatively underused. The results show that the direction of adjustment and improvement of TCM education development in the future: various policy tools should balance and complement each other;we should also strike a balance among the secondary instruments of various policy tools. We should strengthen the construction of teaching staff, integration of industry and education, organizational support and other elements of TCM education.
