多源流理论视野中的教育政策议题形成分析——以《学位法草案(征求意见稿)》的出台为例

摘要 《学位法草案(征求意见稿)》为我国学位法律制度的完善提供了现实政策文本。运用多源流理论框架,对我国学位法草案的出台进行梳理。研究发现:重大学位纠纷案件吸引了公众的注意力,形成推动学位法草案出台的问题源流;政府与学者的政策建议以及我国当前建设高质量研究生教育的现实要求构成学位法草案出台的政策源流;党领导下办人民满意的教育、促进教育公平以及依法治国的时代理念形成了学位法草案出台的政治源流,最终在2021年全国两会委员提案的催化下,三大源流汇合,实现了学位法制度的议程设置和政策出台。 The Academic Degree Law (Draft for comments) provides a relatively perfect policy text for improving the legal system of academic degrees in China. Use the multiple-streams theory to sort out the process of policy agenda of the Academic Degree Law. It finds that: degree dispute cases have attracted the public’s attention and formed the issue steams;The policy suggestions of government departments, experts and scholars, as well as the practical requirements of building high-quality graduate education in China constitute the policy streams;Under the leadership of the Communist Party of China, the era concept of running education to the satisfaction of the people, promoting educational equity and ruling the country by law has formed the political stream. Finally, under the catalysis of the proposal of the members of the national two sessions in 2021, the policy window opens, and the three streams of issues, policy and political converge, enabling the policy agent to set the policy and to implement it.
