多源流理论框架下《教师法修订草案(征求意见稿)》制定过程分析

摘要 本文以多源流理论为基础框架,对《教师法修订草案(征求意见稿)》政策议程的问题源流、政策源流与政治源流等方面进行解释和分析。研究发现在政策议程中,问题源流由基础教育教师学历水平落后、师德失范事迹频发、教师荣誉体系庞杂难尽其用等问题汇聚而成;政策源流由顶层设计的积极探索和由政策共同体所提出的意见、主张汇聚形成;政治源流由国民情绪的推动和依法治教的理念引领而构成。三大源流不断互动、耦合,最终开启“政策之窗”从而实现《教师法修订草案(征求意见稿)》的问世,开启我国教师队伍建设新征程。 Based on the theory of multiple streams, this paper explains and analyzes the problem, policy and political streams of the policy agenda of the “Revised Draft of Teacher Law (Draft for Comment)”. It is found that in the policy agenda, problem stream is caused by the backward education level of basic education teachers, the frequent occurrence of teachers’ immoral deeds, and the complex design of teachers’ honor. Policy stream is formed by the active exploration of top-level design and the opin-ions of the policy community, such as NPC members, experts and scholars. Political stream is driven by public sentiment and guided by the administering education according to law. The three streams kept interacting and coupling, and finally opened the “policy window” to realize the publication of the “Revised Draft of Teacher Law (Draft for Comment)”, and started a new journey for the construction of Chinese teachers.
