高考制度改革政策的多源流理论阐释

摘要 基于多源流理论的分析框架,对我国高考制度改革的政策议程的内在逻辑进行整体分析。研究发现:应试教育陷入桎梏、经济结构与人才结构相脱节的问题源流;统治阶级的意志的体现、利益相关者的积极行动构成了政策源流;政治气候的引领、国民情绪的“催化”形成了政治源流。最终,三大源流得以耦合,打开了我国高考制度改革的“政策之窗”。 Based on the analysis framework of multi-source flow theory, the internal logic of the policy agenda of the college entrance examination system reform is analyzed comprehensively. The study found the origin of exam-oriented education trapped in shackles, disconnection between the economic structure and the talent structure;the will of the ruling class and the active actions of the stake-holders constitute the origin of the policy;the guidance of the political climate and the “catalysis” of the national sentiment form the political origin. Finally, the three major sources can be coupled, opening the “policy window” of the reform of China’s college entrance examination system.
