摘要
本文运用多源流理论对美国留学生教育政策议程设置进行系统分析,研究发现:重要指标的变化、系列焦点事件引发的高度关注以及已实施政策的反思反馈构成问题流;总统的高度重视、各种教育组织机构的积极献言献策构成政策流;政府更迭、新政党的执政理念等构成政治流。三大源流在国会议员的推动下实现耦合,政策之窗得以开启。
This paper uses the multi-source flow theory to systematically analyze the setting of education policy agenda for international students in the United States, and finds that the changes of important indicators, the high attention caused by a series of focus events, and the reflection and feedback of implemented policies constitute a problem flow;the President’s high priority and the active contributions of various educational organizations constitute the policy flow;the change of government and the governing philosophy of the new political party constitute the political flow. The three streams were coupled under the impetus of the congressmen, and the window of policy was opened.
