新时代我国高校师德建设政策变迁的多源流理论阐释

摘要 本文基于多源流理论分析新时代我国高校师德建设政策变迁的动力。结果表明:新时代我国高校师德建设政策变迁是问题源流、政策源流和政治源流三大源流共同作用的必然结果。研究生师生关系异化、高校教师师德失范现象频发等构成问题源流,使高校师德问题得以识别;政府政策的主导和推动作用、全国人大代表和政协委员的政策提案以及专家学者的学术成果汇聚成政策源流;执政党的执政理念以及社会公众的持续关注为政策提上议程提供强大的政治势能。三大源流汇聚耦合,并在政策企业家的助力下成功开启政策之窗,实现高校师德建设政策的变迁。 This paper analyzes the dynamics of policy change of teachers’ moral construction in China’s colleg-es and universities in the new era based on multi-source stream theory. The results show that the policy change of teachers’ ethics construction in China’s colleges and universities in the new era is the result of the joint action of three streams, namely problem stream, policy stream and political stream. The alienation of postgraduate student-teacher relationship and the frequent occurrence of teachers’ moral misconduct constitute the problem stream;recommendations and proposals from policymakers, experts and academics on this issue constitute the policy stream;the governing philosophy of the ruling party and the continuous concern of the public constitute the political stream. With the help of the policy entrepreneurs, the three streams align and successfully open the policy window to facilitate policy change of teachers’ ethics construction in colleges and universities.
