美国特许学校对我国义务教育阶段公办学校改革发展的启示

摘要 随着公、民办义务教育布局结构优化调整,办好办强公办教育是我国义务教育发展的基本方向,推进公办学校高质量、内涵化发展是促进义务教育优质均衡的关键抓手。美国特许学校是在推进基础教育改革过程中产生的一类公立学校办学模式,通过教育体制改革、充分发挥学校自主权和有效的问责制等方式在扩大教育公平、提高办学质量、推进多元化个性化办学等方面取得了一定成效。在新时代我国义务教育公办学校的改革发展中,可通过借鉴特许学校的相关经验,探索政府购买服务、保障办学自主权、推进课程与教学创新、完善现代学校制度的义务教育改革发展道路,通过扩大优质教育资源的覆盖范围,提供高质量、个性化的教育服务推进义务教育优质均衡发展,保证人人都享有适切的教育。 With the optimization and adjustment of the layout structure of public and private compulsory education, running a good and strong public education is the basic direction of the development of compulsory education in China, and promoting the high-quality and connotative development of public schools is the key to promote the quality and balance of compulsory education. Charter schools in the United States is to promote basic education reform in the process of a class of public school model, through the reform of the education system, give full play to the autonomy of the school and effective accountability and other ways to expand educational equity, improve the quality of schooling, and promote diversified and personalized schooling and other aspects of the achievement of a certain degree of success. In the reform and development of China’s compulsory education public schools in the new era, we can draw on the relevant experience of charter schools to explore the path of compulsory education reform and development in which the government purchases services, guarantees school autonomy, promotes curricular and pedagogical innovations, and improves the modern school system, so as to promote the high-quality and balanced development of compulsory education and ensure that everyone enjoys an appropriate education, through expanding the coverage of high-quality educational resources and providing high-quality, personalized educational services. All enjoy appropriate education.
