摘要
MPA教育作为培养未来领导人和提高公务员素质的有效手段,受到了国家和社会的高度重视。为满足发展需要,国内院校纷纷开设了MPA教育项目,在二十多年中发展形成了庞大的MPA教育体系和规模。但我国MPA教育在遵循办学规则和体现办学特色两者的权衡中,仍有不少改善空间。从世界高等教育质量保障机制的发展来看,高等教育认证能够在一定程度上推动办学院校个性化和高质量发展。本文旨在介绍MPA国际认证的主要模式和发展历程,特别是NPSPAA国际认证以及国内院校参与认证的相关经验,以期为我国自主MPA认证体系的发展和MPA教育质量的提升提供一些有益的思考和建议。MPA education, as an effective means of cultivating future leaders and improving civil servants’ quality, has received great attention from the state and society. To meet the development needs, domestic universities have launched MPA education programs, which have developed into a huge MPA education system and scale in over 20 years. However, there is still room for improvement in the balance between adhering to the rules of operation and reflecting the unique features of the school in China’s MPA education. From the development of the quality assurance mechanism for higher education in the world, higher education accreditation can promote the personalized and high-quality development of educational institutions to some extent. This paper aims to introduce the main modes and development history of MPA international accreditation, especially the NPSPAA international accreditation, as well as the relevant experience of domestic universities participating in accreditation, in order to provide some useful reflections and suggestions for the development of China’s independent MPA certification system and the improvement of MPA education quality.
