战略环境影响评价制度克服了传统的建设项目环境影响评价制度的不足之处。考察美国、日本和瑞典的战略环境影响评价制度和特点,研究借鉴国外战略环境影响评价相关制度的先进经验,对我国战略环境影响评价制度尚待完善的不足方面提出相应的改进建议。

Strategic environmental impact assessment system overcomes the inadequacies of the traditional construction project environmental impact assessment system. Investigating the strategic environmental assessment system and characteristics of the United States, Japan and Sweden, we comparatively studied the advanced experience of the foreign strategic environmental assessment system, and made the appropriate recommendations and suggestions for the deficiencies of China’s current strategic environmental impact assessment system.
