摘要
公众参与作为战略环境影响评价制度中一个重要模块,对战略环境影响评价制度实施的科学性、有效性以及透明性影响显著。本文探讨了国内外公众参与战略环境影响评价的过程,并为中国在战略环境影响评价过程中更好的利用公众参与这一制度提供建议。
As an important module of the environmental impact assessment system, public participation has a significant impact on the scientificity, effectiveness and transparency of the environmental impact assessment system. This paper discusses the process of public participation in strategic en-vironmental impact assessment both at home and abroad, and provides suggestions for China to make better use of the system of public participation in the process of strategic environmental impact assessment.
