摘要
沙特阿拉伯国家石油公司(以下简称“沙特阿美”)是世界探明储量最大的石油公司。在1988年完成国有化之前,一直由美国公司进行管理和运营,形成了一整套完整的设计、采购、施工和质量的管理规范并一直沿用至今。因此,沙特阿美的工程项目被普遍认为是高端项目,沙特阿拉伯在业内也被认为是高端市场。高端市场有机遇,也必然存在风险。管道局自2016年中标拉斯坦努拉项目以来,已陆续执行了6个项目,在其中的4个EPC和PC项目里,采购所占合同总金额比例都在50%左右。如何管控采购风险,是企业能否顺利执行合同和盈利的重点和难点。本文拟根据工作实际,对工程安装物资采购的各个环节可能遇到的管理风险进行探讨,以期为今后执行沙特阿美项目采购工作提供借鉴。
Saudi Aramco is the largest oil company in the world. Before its nationalization, it was operated and managed by the company of United States with complete engineering, procurement, construction and quality management codes and standards. The Saudi Aramco projects and markets are recognized as high end with both opportunities and risks. China Petroleum Pipeline Engineering Co., Ltd. (CPP) has already been awarded 6 projects since 2016. In the four EPC and PC projects, procurement always occupied around 50% of their budget. Success of procurement is very critical for the success of the entire project. This article is to, based on the Saudi Aramco Contract and experience, indicate and analyze the risks that may occur during the execution of the project procurement, which shall be considered and controlled for the projects execution in the coming future.
