深化三项制度改革是新形势下中央对国有企业深化改革的重要部署,是增强国有企业活力、提升国有企业效率的重要措施。特别是党的十九大召开以来,中央对国有企业改革提出了一系列新思想、新理念、新要求、新举措。习总书记在党的十九大报告中强调,要完善各类国有资产管理体制,改革国有资本授权经营体制,加快国有经济布局优化、结构调整、战略性重组,促进国有资产保值增值,推动国有资本做强做优做大,有效防止国有资产流失;要深化国有企业改革,发展混合所有制经济,培育具有全球竞争力的世界一流企业。“三项制度改革是国有企业改革管理的核心环节”,要求加强改革的顶层设计和系统谋划,并明确提出“要提升人力资源作为第一资源的价值,要以提高全员劳动生产率为目标,以培养三支队伍的领军人才为重点,以深化三项制度改革为核心,统筹推进”。十九大召开以来,以习近平同志为核心的党中央,以前所未有的决心和力度推进全面深化改革,经济体制改革整体推进、重点突破,供给侧结构性改革、国有企业改革成效显著。这些改革举措的实施,进一步清除了束缚创新创造活力的体制机制障碍,进一步完善了解放和发展社会生产力的制度安排,为新阶段全面深化改革提供了坚强支撑和强大动力,在全社会形成了良好的改革氛围。同时,国民经济和社会发展水平持续提升,社会保障体系不断完善,为改革提供了良好的社会环境。业绩管理作为企业改革的方向、执行导引、落地抓手,是改革中的重中之重,因此改革中的业绩管理转型迫在眉睫,业绩改革的成败直接关系国企改革的成败,因此我们要进一步通过现有手段,抓住时机,顺势而为,积极作为,努力使业绩管理改革尽快突破困局。

The three system reforms are the core links of the reform and management of state-owned enterprises. It requires the top-level design and systematic planning of the reform to be strengthened. It is also pointed out that improving the value of human resources as the first resource, we should take the goal of improving the labor productivity of all members, train the leading talents of the three teams as the key, and deepen the three system reforms as the core, and promote the overall plan. Since the nineteen convening of the CPC Central Committee, comrade Xi Jinping has been carrying out the comprehensive reform and deepening the reform of the economic system with determination and strength. The structural reform of the supply side and the reform of state-owned enterprises have achieved remarkable results.
