社区林业作为部落自然资源管理之想像－新竹县尖石乡司马库斯部落个案研究

The Examination of the Community Forestry Project for Community-based Natural Resource Management-A Case of the Indigenous Smangus Tribe

晚近世界自然资源管理的思维慢慢转向以社区为基础的自然资源管理方式，藉由在地社群的參与來达成自然资源永续发展的目的，在此思维之下，如何善用在地社群來发展出社区与自然资源永续发展双赢的自然资源管理模式就成为一重要课题。而林务局自2002年开始推出「社区林业－居民參与保育共生计画」，主要的目的在於鼓勵居民參与森林经营，以凝聚地方共識，并与居民形成夥伴关系，协力推动生物多样性保育、永续森林生态旅游及相关林业建设，以改善社区整体环境，提昇生活品质，创造林业经营与社区发展双赢，进而达成森林生态系永续经营目的。本研究即企图藉由司马库斯部落在共有制度下的自然资源管理方式，与目前林务局所推行之「社区林业－居民參与保育共生计画」作对照与磨合，了解原住民的传统生态知識如何作为现代自然资源管理的想像、原住民传统生态智慧对自然资源管理的方式以及原住民对森林经营的需求与主张。另一方面，对基层林务工作人员作深入访谈，了解第一线工作人员在与原住民沟通、执行林业管理时所遇到的问题及其对社区自然资源管理的想法与建议。研究结果发现司马库斯由於教育的提升、与外界的接触频繁及内部的自省，自然资源的管理方式已有五年三阶段的司马库斯传统領域生态保育计画，包括订定管理的机制、復育的计画、及进行宣导与人才的培育都有规定，且部落有部落公约，对於各项事务都有明确的规定，这对林业经营有很大的助益。而部落与林务局基层人员对於社区林业的看法，都认为政策程序慢於部落行动。故若要将社区林业作为部落社区自然资源管理之想像，将在地社群充分的纳入资源管理之中，甚至是国家体制之中，必须先磨合行政体制与部落之间的关系，用另一种配套措施來执行，以达到最佳的自然资源管理方式。

The development of natural resource management has been shifted to community-based paradigm since the late 19(superscript th) century. The paradigm involves local participation and attempts to reach the goal of sustainability. Development operable models becomes the most critical issue for the paradigm. Taiwan Forestry Bureau (TFB) launched the Community Forestry Project (CFP) in 2002. The main theme of the project is resource conservation by local participation. This study examined the effect of CFP on an indigenous community which employs the common-pool concept on its community resource management tasks. We interviewed with officials of TFB and residents of the indigenous Smangus community. In addition, we extracted indigenous traditional knowledge of natural resource management by observing residents' routine activities such as hunting, plantation, ecotourism service, etc. Results indicate that the generic implementation plan of CFP can not meet the community's expectation in terms of natural resource conservation and management. For a successful CFP, the implementation plan should meet individual community's requirement. The perception gap between TFB and communities should be diminished and a multi-dimensional implementation strategy is needed.
