政府资讯公开与申请应用网站内容分析：以台湾与美英两国政府机关为例

The Analysis of Information Freedom and Access in Government Websites: Case Studies of Taiwan, U.S. and U.K.

政府机关所建置之网站已成为民众查询政府资讯的第一个窗口，有监於民众使用政府机关网站目的在於近用政府资讯，政府资讯公开的内容与功能高度影响民众对於政府网站的观感。为了解目前政府机关对於因应政府资讯公开与机关档案申请应用在网站所提供的资讯服务，本文以立意抽样方式，择选主管政府资讯公开之法务部，以及与民生相关之内政部为对象，了解该机关网站提供之政府资讯内容与呈现方式，并以英美两国质性相同之机关作为比较分析对象，最终归纳结论与建议，提供我国政府机关改善政府资讯公开网页服务之参考。

Government websites have been the first choice for people to retrieve government information. People surf government websites in order to focus on accessing government information. The content and services of information freedom on government websites are deeply influenced by user impression. It is essential to realize the services of freedom of information and official record request on government websites. This paper samples the ways in which Taiwan’s Ministry of Justice and Ministry of Interior processe and publicize information, in comparison with how these are dealt with in the United States and the United Kingdom. In conclusion, the author will advise the civil services in Taiwan on how to improve their websites to which the public can have easier access.
