浅析新媒体的保密审查

An Analysis on the Confidentiality Review in New Medium Area of China

当前,以微信微博为代表的新媒体展现出巨大的生命力,但其零时差的传播速度和传播内容的不可回收性,决定了一旦出现泄密,其后果的严重程度是传统媒体无法相比的。解决问题的重要手段是做好保密审查工作。新媒体的保密审查绝不能被边缘化,要按照保密法的要求,在坚持"三审制度"的基础上,将自审和送审结合起来,对拟公开信息是否涉及国家秘密、商业秘密、个人隐私、工作秘密等进行审查,并应在相关立法和从业人员保密培养方面有所突破。

As the rapid development of mobile Internet has brought revolutionary changes to the dissemination of information, the new medium represented by WeChat shows great vitality. However, the extremely fast propagation and non-recyclability of communication content will lead to disastrous consequence once information is leaked in new medium area. The key way to solve the problems is to do a good job in confidentiality review. The confidentiality review of new medium demands banding self-examination and prosecution together while insisting triple-check system, reviewing whether the publication information involving state secrets, commercial secrets, personal privacy or official secret. The paper also puts forward requirements on relevant legislation and staff's regular confidential training.
