我国保密行政管理部门网站运行情况实证研究

Empirical Study on Website Operation of China’s Security Administration

本文以国务院普查全国政府网站采用的评价指标体系为基础,根据保密行政管理部门网站的特殊性对评价指标进行了调整,并用该评价指标对我国所有省级、部分市级保密行政管理部门网站进行实证研究,希冀对提升保密行政管理部门网站的可用性、实用性有所助益。通过在2015-2017年3次监测,发现我国保密行政管理部门网站存在网站建设缺乏规范指导、网站信息更新滞后、服务实用性低等基础性问题,笔者结合国务院普查全国政府网站的成效和美国保密机构网站的建设经验提出了相应改进建议。

Decision of the Central Committee of the Communist Party of China on Several Important Issues of Comprehensively Promoting the Rule of Law that is passed in the Fourth Plenary Session of the 18 th CPC Central Committee, established the principle of Open as the Norm, not Open as an Exception to promote comprehensively the publicity of government information. Since 2015, the State Council has conducted four general surveys of the national government website. The security administrative management department website is regarded as the government information open platform of security management work. But the research on the level of construction and the status of operation for the website is very limited. Based on the evaluation index system adopted by the national census website of the State Council, this paper adjusts the evaluation indexes, according to the particularity of the security administrative management department website. And it carries out empirical research for all provincial security administrative management department websites in our country, in order to enhance the usability and practicability of the secrecy administrative department website. Through three monitoring during 2015-2017, we find that the provincial security administrative management department website existing some basic problems, such as the lack of standard guidance for website construction, the lagging of the website information and the low practicability of the website. This paper puts forward some suggestions for improvement combined with the results of the national census website of the State Council and the experience of the U.S security institution website construction.
