PPP模式形成的地方政府资产管理探讨

摘要 PPP 模式(Public-Private-Partnership),是政府、企业与社会合作投资于公共基础设施建设的融资模式,是将政府的公共资源与社会的私人资源相结合,面向市场来更有效率的生产优质的公共服务产品.从某种程度上来说,PPP 模式也是地方政府资产管理的重要模式之一,其应用无论对于地方政府的投资融资、还是对于地方政府债务管理都有重要作用.当前,我国经济发展疲软,房地产产业作为之前能够带动 GDP 增长的重要行业,但目前发展滞后导致土地财政吃紧,给地方政府债务带来了巨大的压力,但居民对于公共产品的质量要求却越来越高,导致地方政府的资产管理出现矛盾,收支不平衡.在这种情况下,PPP 模式无疑促进了地方政府资产管理,但由于其运行时间较短,目前仍存在着诸多问题亟待解决.
