大城市公共停车策略研究与应用——以沈阳市为例

STUDY AND APPLICATION OF PUBLIC PARKING PLANNING STRATEGY IN BIG CITIES: A CASE OF SHENYANG

结合沈阳市实际情况,分析沈阳市的停车现状及停车规划建设过程中存在的问题,借鉴国内先进城市停车规划策略,提出了沈阳市"一调控两转变"的停车发展之路:"一调控"即应用调控型停车规划策略,"两转变"即由独立设置、平面设置向联合开发、立体设置转变,由"政府为主导"向"市场为主导"转变。在此基础上从理顺领导机构、保障用地供应、推行产业运作、鼓励单位自建等方面提出一系列保障措施,确保规划策略得以实施。

This paper analyzes the condition of parking in Shenyang and the problems existing in the process of parking space planning and construction. By referring to the parking space planning strategies applied in certain developed cities in the country, the paper puts forward the development path of 'one regulation and two transformations' for parking space planning in Shenyang, in which 'one regulation' refers to the application of regulationbased parking space planning strategy and 'two transformations' refers to the transformation from independent design and plane design to joint development and three-dimensional design and the transformation from 'government-led' to 'marketled.' On this basis, a series of guarantee measures from aspects including clarification of leading departments, guaranteeing land supply, promoting industrial operation, and encouraging self-construction of units should be adopted to ensure the implementation of the planning strategies.
