摘要
2014年,国务院印发《关于深化中央财政科技计划(专项、基金等)管理改革的方案》,提出依托专业机构管理项目。文章简述了我国科技计划发展的历史,综合分析了科技计划管理改革前部分计划的管理模式,以及占中央财政科研经费90%以上的科技项目管理机构管理机构的构成,并对未来我国专业机构布局提出了建议。
In 2014, the State Council issued the Plan for Deepening the Reform of Central Government Financed Science and Technology Program(Special Projects, Funds, etc.). The plan requires authorizing program management agencies to manage S&T projects. In the paper, we briefly introduces the history of China's national S&T program, analyzes the managing mode of some national S&T program, and summarizes current status of program management agencies before the S&T program management reform. Suggestions were proposed to the deployment of China's program management agencies.
