运动式治理缘何失败:一个多重逻辑的解释框架——以周口平坟为例

Why Campaign-style Governance Fails: A Multi-logical Interpretation Framework: A Case Study of the Zhoukou Flat Grave

运动式治理是我国政府治理的一种典型模式.但学术界对运动式治理的讨论停留在“是什么”、“是否应当”、“为什么”层面上,尚未对运动式治理的动态过程和治理结果加以关注.本文从多重逻辑的视角构建一个分析框架,从政府、民众、社会三大主体的行动逻辑解释运动式治理的整个过程和治理结果(成功/失败),并以周口平坟运动为案例加以研究.发现,运动式治理的实质是政府、民众、社会等多元主体的多重逻辑及行为的互动过程,其治理结果受多重逻辑互动的影响,周口平坟失败的原因在于权威逻辑的变迁、多重逻辑的互动和民众的圆坟行动.

Campaign-style governance is a typical governance model of our government. But academia on the campaign-type governance discussions remain in the research level of "what", "should" and "why", not focus on the dynamic process and results of the campaign-type governance. In this paper, from the angle of multiple logic to build an analysis framework, from the action logic of the government,people and society to explain the whole process and governance results(success/failure) of the campaigntype governance,and put zhoukou flat grave as a case. The study found that the essence of the campaign-style governance is the interactive process of the multiple logic and behavior of the government,people and society, the governance result is affected by multiple logical interaction, zhoukou flat grave failed due to the changes of the authority logic, multiple logic interaction and round grave action of the general public.
