文章论述了高职院校体制机制的开放式创新模式,就是要建立一种产教融合、产学研开放创新联盟,以协同、互利、共赢为目的,以价值共创为价值驱动力,并以广西水利电力职业技术学院"两会一集团"为例,"两会一集团"平台形成了三个互相平衡又互相补充的开放创新系统,构建了行业特色和区域特色鲜明的办学体制架构,具有鲜明的开放性和协同性,区域、行业、企业多层面的政行企校密切协同,有效实现了协同创新的各利益相关者的社会效益。

This article discusses the open innovation model of higher vocational colleges system and mechanism,that is,to establish an innovative alliance combining production with education and opening industry-university-research cooperation.It regards synergism、mutual benefit、win-win basis as object and value co-creation as a driving force for value.The article takes"two sessions one group"in Guangxi College of Water Resources and Electric Power as an example.The platform of"two sessions one group"forms an open and innovative system in which three-party balance and complement each other.It creates a distinct school-running structure filled with industrial and regional characteristics and possesses distinctive openness and cooperativity.A multifaceted collaboration involving government、industry、enterprise and college can achieve social benefits effectively to various stakeholders with collaborative innovation.
