生态文明背景下水岸线“三生空间”规划探索——以珠海市水岸线保护利用规划为例

Planning Research On The Three Basic Spaces Along Water Line With The Ecological Civilization: A Zhuhai Case

党的"十八大"以来,依托生态文明建设框架,水生态文明建设工作不断推进,特别是《关于加快推进水生态文明建设工作的意见(水资源[2013]1号)》的出台及《水生态文明城市建设评价导则(SL/Z 738—2016)》的发布,更为我国城市水生态空间格局优化提供了良好平台。文章立足生态文明建设,对"三生空间"的提出背景、理论基础进行系统分析,提出多目标、多层次、多方法的规划途径,并结合珠海市水岸线保护利用规划案例进行探讨,以期为相关规划与研究提供借鉴。

Since the 18th National Congress, following the ecological civilization construction, water ecological civilization construction is advancing, and the document[2013]1 and 'Evaluation guide of water ecological civilization construction(SL/Z 738-2016)' also offer a well chance to improve the urban water Eco-space pattern. Based on the ecological civilization construction, the paper analyzes background and theory of three basic spaces, put forwards the multiple-targets, multiple-levels, and multiple-methods planning strategies. The paper takes Zhuhai city as an example, discusses its protection and utilization of water line, offers some reference to other plans.
