对我国确立“体育强国”和“体育强国梦”战略目标的历史回顾及实施路径的思考

A Historical Review and Reflection on Implementation Path of the Goal to Establish a “Sports Power”and Realize “Sports Power Dream”

我国经历了长期的历史历程,已确立了"从体育大国向体育强国迈进"的体育发展战略目标,并已融入了"中国梦"的全新内涵。"中国体育强国梦"已成为"中国梦"的重要组成部分和实现"中国梦"的重要推动力。"体育强国"是各国自定自评的体育事业发展远景目标和规划,并不存在国际间的"体育强国"评选体制和机制。我国两次"体育强国"战略目标的提出和实施尚存在一定的"不确定性"。实现"中国体育强国梦"必须与实现"中国梦"一样,充分保证党的绝对领导,与实现"中国梦"同质、同步,并以实现"中国梦"的"两个百年"为依据,分阶段进行规划;提出"体育强国"发展战略目标应有自己明确的评价指标体系、实现目标的时域节点和中长期发展规划;必须坚持从中国国情出发,走中国体育发展之路,不仅要有"时代体育精神",而且还要大力弘扬"中华体育精神";实现"中国体育强国梦"必须以满足人民群众日益增长的体育生活需求为主要目的,充分依靠全国人民的齐心协力,凝聚"强国强民"之魄力,其发展成果必须更多、更公平地惠及全国人民。

China has gone through a long history,and has established a sports development strategic goal of"moving from a sports nation to a sports power",and this has integrated into the new connotation of "China dream". "The Chinese sports power dream"has become an important part of the "Chinese dream"and an important driving force to realize the"Chinese dream". "Sports power"is a vision and planning of sports development in every country. There is no international selection system and mechanism. There is still"uncertain"in the proposal and implementation of the strategic goal of the two"sports power"in China. The realization of"Chinese sports power dream"must be the same with that of"Chinese dream",and fully guarantee the absolute leadership of the party,keeping the synchronization and the homogeneous realization of Chinese Dream,based on the"two hundred years"of"China dream",achieved with phrase. The strategic goal should have its own explicit evaluation index system,and the time domain node and the medium and long term development plan. From the China situation,following the way of the development of China sports,it not only have the"current sports spirit",but also vigorous Chinese sports spirit; to realize the"Chinese sports power dream"is to meet people's growing demand for sports life,fully relying on the people unity,uniting"bold powerful nation",and the fruits of development must be more and more equitably benefit the whole country.
