公益创投是一种将资本市场的融资工具风险资本运用到公益事业的一种实践活动。它将企业、基金会、需要群体、社会目标组织、政府有机结合起来,让企业获得社会影响回报,基金会获得资金投放、需要群体获得服务产品,社会目标组织获得资金赞助,政府获得社会稳定。因此,公益创投具有巨大的社会治理功能与作用,大大促进国家治理现代化与社会治理现代化。本文考察了公益创投的历史、理念、宁波的实践及其未来展望。

Venture philanthropy is a practical activity which applies a specific financing tool from capital market—venturecapital---into public welfare. In order to the acquisition of social impact return for enterprises,investment for foundations,service and products for target groups,sponsorship for social purpose organizations and social stability for the government,it naturally combines those stakeholders together. Therefore,venture philanthropy has numerous function and role of socialgovernance. It can extremely advance the modernization of national and social governance. This article reviews the historyand concepts of venture philanthropy. Besides,it empirically investigates the case of Ningbo and gives implications for fu-ture study.
