The Reform on the Rural Collective Ownership of Forest:From Tradition to Modernity

农村集体林权改革意在发展林业经济,提高农民收入,改善农民生活,并最终实现经济效益、社会效益和生态效益的统一.然而,就现林改图景来说,存在民间认知障碍,因而导致社会排斥、社会服务稀缺、制度供给不足等而使林改主体在该实践中权利未受到充分保障.反思传统林权思想,树立现代林权制度思维,是实现农村集体林权变革的重要路径.

Rural reform of collective forest rights wishes to enhance forestry economy development,increase farmers’ income,improve farmers’ life,and ultimately realize the unification of the economic,social and ecological benefits. However, in terms of forestry tenure reform now picture,due to the social exclusion,scarce social services,and system supply,making the farmer’ rights was not sufficiently protected in the practice of forest. The problem exists,the reasons are quested,the measures are met. In order to protect the farmer’s rights and achieve unified goal,to clear property rights,improve the subsidy,wide the channel of the dispute resolution,and improve the comprehensive service are the advice.
