摘要 通过对天津市科技中小企业科技人员进行问卷调查、深度访谈和小组访谈发现,目前,天津市科技人员工作时间长、工作压力大、总体收入偏低、继续教育较为缺失、对自身合法权益了解程度不高、对政府支持创业的政策了解程度不高、创业意愿较低。针对这些问题应采取的对策是:改善科技人员生活、工作条件,解除其后顾之忧;完善天津科技型中小企业继续教育体制,提高科技人才的学历层次,培养核心科技人员;维护科技人员的合法权益;以政府为主,多方努力,积极为科技人才营造良好的环境。 The study analyzes scientific and technical personnel of science and technology SMEsin Tianjinby means of questionnaire survey,in-depth interviews and group interview. It is found that science and technology personnel has the problems in terms of long work hours, big work pressure, low overall income, lack of continuing education, low level of knowledge about legitimate rights and interests and the policy of the entrepreneurship of government support, and low entrepreneurial intention.The SMEs should improve their living and working conditions and remove the trouble back at home;perfect the continuing education system, improve the academic level and train the core personnel; safeguard their legitimate rights and interests;make joint efforts by the government primarily and actively create a good environment.
